The Olympic Peninsula Narcotics Enforcement Team has been busy in recent weeks, making several arrests and seeing investigations completed with sentences in Clallam County Superior Court.
Siegwald arrested in heroin case
David J. Siegwald, 26, was arrested and booked into the Clallam County Jail on May 28, after an OPNET investigation indicated probable cause that Siegwald delivered heroin to OPNET members in downtown Sequim on two separate days in October 2012.
Siegwald’s case will be reviewed by the Clallam County Prosecutor, officials said.
Taylor sentenced
Seth Roderick Taylor, 25, of Sequim, was sentenced to 24 months probation on May 21 in Clallam County Superior Court. Taylor pled guilty on May 7 to delivery of a controlled substance.
He was charged as a result of an investigation during which OPNET members developed probable cause to believe Taylor delivered prescription medication to OPNET members in April 2011.
Reina sentenced following OPNET investigation, arrest
Thomas Anthony Reina, age 50, of Clallam County, was sentenced on May 1 in Clallam County Superior Court to serve 20 months confinement in state prison. Reina pled guilty on Dec. 17 to delivery of a controlled substance.
Reina’s guilty plea was the result of a March 23, 2011, OPNET investigation during which Reina delivered a controlled substance to OPNET members. Four additional counts were dismissed in exchange for Reina’s guilty plea. Additional cases against Reina still are pending in Clallam County Superior Court. Those cases include a Sequim Police case during which Reina was charged with possession of heroin with intent to deliver and an OPNET case during which Reina was charged with delivering heroin to OPNET members.
Reina’s prior criminal history includes convictions for forgery, unlawful possession of a firearm, assault 2, harassment and manufacture of marijuana.
Simmons, Messenger arrested in area methamphetamine case
Kenneth Simmons, 50, and Christina Messenger, 52, both of Clallam County, were booked into the Clallam County jail on May 14.
Simmons and Messenger were wanted on $5,000 arrest warrants that were issued after OPNET and Washington State Patrol SWAT team members completed a narcotics search warrant near Sequim. In September 2013, officers executed a search warrant at an unimproved piece of property in the 300 block of Marshall Road east of Sequim.
The search was part of a methamphetamine distribution case that led OPNET officials to that property.
During the search, OPNET members recovered several firearms including handguns, shotguns and old “military-style” carbines.
OPNET also recovered property that had been reported stolen, including a bulldozer reported stolen from the Port Townsend area, an excavator reported stolen from Thurston County, an off-road vehicle reported stolen from Clallam County, a motorcycle reported stolen from Port Angeles and a boat motor reported stolen from Port Townsend. Also found on the property was a car reported stolen from Mason County, but the car was not recovered because of the location and condition of the vehicle.
One estimate indicated that the bulldozer alone represented a $30,000 loss to a Port Townsend area victim.
Caynor sentenced
Ennis N. Caynor, 38, of Clallam County, was sentenced to prison for 22 months on May 14 in Clallam County Superior Court. Caynor pled guilty to a series of crimes, including possession of a controlled substance (committed Aug. 9, 2012), bail jumping (committed Nov. 4, 2013), possessing a stolen motor vehicle (committed May 1, 2012), possession of methamphetamine, (committed Nov. 11, 2013) and bail jumping (committed Jan. 9, 2014).
Caynor’s prior criminal history includes possession of stolen property 2, possession of stolen property 1, violations of the uniform controlled substances act, malicious mischief 2, bail jumping and an explosives licensing violation.
Terry sentenced in heroin case
Devin L. Terry, 23, of Port Angeles, was sentenced to 24 months probation on April 24 in Clallam County Superior Court. Terry pled guilty on April 3 to delivering heroin to OPNET members on two separate days in December 2013. A third charge was dismissed in exchange for Terry’s guilty plea.
Terry was arrested when OPNET members completed a narcotics search warrant at an apartment in the 1900 block of South Pine Street in Port Angeles. Terry’s prior criminal history includes malicious mischief 2, burglary and taking a motor vehicle without permission.
Carter sentenced in methamphetamine case
Jacob Dilbert Carter, 22, of Port Angeles, was sentenced to 24 months probation on May 20 in Clallam County Superior Court.
Carter pled guilty on May 1 to two counts of delivery of methamphetamine.
A third count was dismissed in exchange for Carter’s guilty plea. Carter’s convictions are the result of delivering methamphetamine to OPNET members on two separate days in June 2011.
