The Olympic Peninsula Narcotics Enforcement Team (OPNET) has made several arrests in recent weeks. They include:

Stephanie D. Caldwell

Caldwell, 20, of Port Angeles was arrested by OPNET on Thursday, Jan. 9. Caldwell was the fifth arrest made by OPNET this week while OPNET worked to disrupt and dismantle a heroin trafficking organization in Port Angeles. On Jan. 8, OPNET, assisted by the Port Angeles Police Department and the United States Border Patrol, served a narcotics search warrant at a hotel in the 500 block of East Front Street.

OPNET arrested Garret Horstman at the hotel because OPNET had developed probable cause to believe that Horstman had delivered heroin to OPNET on three separate occasions in November and December of 2013. OPNET also developed probable cause to believe that Caldwell was Horstman’s accomplice during one of the deliveries. Caldwell was booked in to the Clallam County Jail. Her case will be reviewed by the Clallam County Prosecutor.

Garret R. Horstman

Horstman, 20, of Port Angeles was arrested by OPNET on Wednesday Jan. 8. The Port Angeles Police Department and the United States Border Patrol assisted OPNET with the execution of a search warrant at a hotel in the 500 block of East Front Street in Port Angeles. Horstman was located at the hotel and arrested by OPNET. Horstman’s arrest is the result of an OPNET investigation during which OPNET developed probable cause to believe that Horstman delivered heroin to OPNET on three separate days in November and December of 2013. Horstman was booked in to the Clallam County Jail and his case was sent to the Clallam County Prosecutor for review.

Darrin M. Liggins

Liggins, 43, of Port Angeles, was sentenced to serve 24 months probation on Dec. 4 in Clallam County Superior Court. Liggins’ sentence is a result of a guilty plea entered on Oct. 29 to delivering methamphetamine to OPNET on two separate days in March of 2013. A third charge was dismissed during plea negotiations.

Thomas A. Reina

Reina, 51, of Clallam County, pled guilty in Clallam County Superior Court on Dec. 17 to delivering oxycodone to OPNET on March 23, 2011.

An additional charge of delivering oxycodone to OPNET on April 26, 2011, and a School Bus Stop Enhancement were dismissed during the plea negotiations. Reina’s sentencing is scheduled for Jan. 16.

Reina, who was not in custody after pleading guilty, was arrested again by Sequim Police on Dec. 31. Reina was then charged on Jan. 6 with possession of heroin with intent to deliver and use of drug paraphernalia.

Beau J. Silvas

Silvas, 19, of Port Angeles was arrested by OPNET on Jan. 8. The Port Angeles Police Department and the United States Border Patrol assisted OPNET with the execution of a search warrant at a motel in the 1100 block of East First Street in Port Angeles. Silvas was located in a hotel room there and arrested. Silvas’ arrest is the result of a heroin investigation during which OPNET developed probable cause to believe that Silvas delivered heroin to OPNET on three separate days in November and December of 2013. Silvas was booked in to the Clallam County Jail and his case was sent to the Clallam County Prosecutor for review.

Devin L. Terry, Rebecca J. Erwick

Terry, 23, and Erwick, 21, both of Port Angeles, were arrested by OPNET on Tuesday Jan. 7. The Port Angeles Police Department and the United States Border Patrol assisted OPNET with the execution of a search warrant at an apartment in the 1900 block of South Pine Street in Port Angeles that morning. Terry was located and arrested in the apartment. Erwick was located later that same day and arrested as well.

The arrests are the results of an OPNET investigation during which OPNET developed probable cause to believe that Terry delivered heroin to OPNET on three separate days in December of 2013. OPNET also developed probable cause to believe that Erwick was Terry’s accomplice during one of the deliveries.

Terry and Erwick were booked into the Clallam County Jail and their cases were sent to the Clallam County Prosecutor for review.
