Constant, Kuhnert charged in heroin case

Constant and Kuhnert were arrested by OPNET members on Sept. 27 as their pickup truck arrived at an apartment building in the 1000 block of West 18th Street in Port Angeles.

During the investigation, OPNET members developed probable cause to believe that Constant and Kuhnert delivered heroin on May 30, 2014, near a school bus stop at 10th and Pine streets in Port Angeles.

As the investigation continued, OPNET developed probable cause to believe that Constant and Kuhnert transported heroin from the Everett area with the intent to deliver the heroin in the Port Angeles area. During the investigation, OPNET seized the pickup truck and about a quarter pound of heroin (about 4 ounces or 100 grams), which if sold for $200 per gram would have a street value of about $20,000.

After the review of the case, Constant was held on $10,000 bail and Kuhnert was held on $5,000 bail.

“OPNET’s top priority is the investigation of heroin cases, especially cases involving people who go to the city and bring heroin back into our communities,” Narcotics Team supervisor Jason Viada said.
